So far I wasn't able to find the usual press release describing the high level changes, but the patch is available and so are the Release Content Documents.

Installation
The Installation of 12.2.15 consists of the following high-level-steps (when coming from 12.2.14):
- Apply AD/TXK 17
- Patch to the latest ETCC technology patches
- Apply the 12.2.15 Patch in all relevant langes
- Apply the Online Help Patch
The actual 12.2.15 patching – especially "adop phase=prepare,apply,actualize_all,finalize,cutover patches=37182900,37182900_D:u37182900.drv mtrestart=no finalize_mode=full" – took roughly 10 hours on my rather small/slow instance. Luckily the downtime is just around 15 minutes.
Issues
The great news is that – even though I obviously was the first to apply the patch outside Oracle – I ran into not a single issue during or after the patch application.
Look and Feel
After the 12.2.15 the first thing to notice is the new redwood style theme:

Summary
It is impressive to see how much active development E-Business Suite still gets. And there are 10+ years of premier support at least left – so plenty of time to go to maybe hybrid architectures with more and more Fusion components.
